Our Mission
At SafePair, our mission is to provide professional, reliable, and child-focused supervised visitation services that ensure families can maintain meaningful connections in a safe and neutral environment.
In compliance with California Family Code §3200.5 and the Judicial Council’s Standards of Practice, we are committed to protecting children’s well-being while upholding the highest standards of confidentiality, neutrality, and care.
About Us
We believe every child deserves a safe space to stay connected with their family, even during difficult times. Founded by Winston Franklin, a Certified Professional Supervised Visitation Provider based in Oakland, our work follows California’s highest standards to ensure visits are always neutral, safe, and child-focused.
We provide both in-person and virtual visits (when appropriate) and handle each case with care, confidentiality, and compassion. Families trust us to be reliable and professional, but also approachable and supportive. Above all, our goal is to create an environment where children feel secure and parents know their time together is handled with dignity and respect.

Emphasis on Sexual Assault Cases
While many supervised visitation providers do not accept cases involving sexual abuse or sexual assault, SafePair understands that these families still deserve access to safe, professional, and trauma-informed support.
We are dedicated to providing specialized supervision in these highly sensitive situations, ensuring that children remain protected at all times while allowing contact only under strict professional oversight. With training, compliance, and compassion guiding our approach, we fill a critical gap in services and stand ready to help families facing the most challenging circumstances.

Fees & Pricing
If you would like a copy of the visitation report, a fee of $40 will be charged.

Once paid, an invoice will be sent to the paying parent

The report will be issued within 3 business days

Both parents will have access to Visitation Reports

Low Income Program
Every family deserves access to safe, professional visitation services. We understand that costs can feel overwhelming, so we offer a Low Income Program with discounted fees for families who qualify.
Our goal is to make supervised visitation accessible and supportive — ensuring every child has the chance to stay connected with their family.
Qualifications
Annual Gross Income (AGI)
$100,000 with documentation (statements, paystubs, etc.)
Fraud regarding low income you will be reported to the court and legal action will be taken.
Rules
Before getting started, please review Safe Pair's rules and regulations:

All Participants, Custodial Parent and Non Custodial Parent, must follow the guidelines of the COURT ORDER

Any Violation of terms during a visit or exchange will cancel said visit or exchange immediately

During visits, non-custodial parents may not contact the Monitor for any other reason except emergency and/or exigent circumstances.

Payment must be issued prior to visit and/or exchange. No visit and/or exchange will happen without payment.

SafePair reserves the right to cancel or terminate a visit and/or or exchange at any time if the Monitor believes the child(ren) are under duress, at risk of harm, or subject to abuse or mistreatment.
Any fees incurred in such circumstances are non-refundable.
